Strategic procurement support for local council
Government case study

Evinact was engaged by a regional Council to provide independent, strategic procurement support. Our unique experience from all sides of the procurement process ensures our customers gain independent and pragmatic advice.
The context
Council was looking to uplift the capacity of their satellite service. Given their remote location and limited supply of resources, Council relies heavily on satellite service to provide essential services including healthcare. As a result, they recognised a need for procurement support and engaged Evinact to undertake an end-to-end procurement process to contract a new satellite service provider.
The method
Evinact engaged key Council stakeholders to determine the required specifications and draft an appropriate approach to market and accompanying evaluation strategy.
Evinact received eleven (11) quotes from the Satellite Service Capacity Uplift and facilitated the evaluation of responses by the Council evaluation panel, including:
- Providing expert advice to panel
- Conducting evaluation moderation sessions
- Developing and maintaining the evaluation scorecards
- Planning and conducting workshops with the shortlisted suppliers
- Supporting Council in what to do for the on-site shortlisted supplier visits
- Drafting the evaluation report with recommendations.
Evinact also facilitated the contract negotiations with the preferred supplier, including:
- Drafting the initial version of contract
- Facilitating discussions between Council and the supplier.
At the conclusion of the engagement, Council had engaged the services of a well-respected Satellite Service Capacity Uplift.
The impact
As a result of working with Evinact, Council can successfully select a vendor that meets their requirements to implement satellite service capacity uplift. They can confidently implement the vendor to complete the upgrade and ensure the ongoing delivery of satellite services to the region, ultimately leading to enhanced service delivery for Council residents.
